East Office of Finnish Industries has appointed Yevhen Dibrov as its new representative in Ukraine, effective 1 August 2025.
Dibrov brings more than 20 years of experience in economic and trade affairs, both in Ukraine and abroad. His background includes senior roles at Ukraine’s Ministry of Economy, diplomatic and trade postings in Kazakhstan and Turkey, and the past five years spent in Finland, where he accompanied Ambassador Olga Dibrova during her posting.
As they return to Kyiv this summer, Dibrov brings East Office both deep knowledge of Ukraine’s institutions and a practical grasp of how Finnish companies operate, making him well-placed to support our companies on the ground.
“Yevhen combines two things that rarely go together: deep local knowledge of Ukraine’s operating environment, and a first-hand understanding of how Finnish companies think and work. His appointment strengthens our ability to support East Office companies in Ukraine at a time when presence and continuity matter more than ever,” says Janne Harjunpää, CEO of East Office.

East Office’s current Government Relations Director in Ukraine, Vasyl Shvets, will leave his position at the end of June at his own request. He will focus on building his own public affairs and international business advisory practice, helping companies work with governmental and international partners.

His steady presence and deep local understanding were crucial in helping East Office implement its new Ukraine strategy after 2022. He played a key role in building and maintaining our trusted presence in Kyiv, and we wish him all the best going forward”, Harjunpää adds.
